All the CalOSHA policy says about testing and masking is that employers should make those available at no cost, investigate/document "cases" and exclude the positive ones from the workplace. Testing/masking are compulsory (with medical exemptions) for "exposed group" within a 7- or 30-day "outbreak" and "exposed" employees can refuse testing (then they're also excluded). Regular testing/masking are not compulsory according to CalOSHA, but employers can still implement stricter policies. If an employee just stays home with a cold and doesn't use those stupid tests, or doesn't bother calling the employer about the result, there are no "outbreaks" and no masking occurs, problem solved.
But, as usual, it's fueled by paranoia in a small minority of employees who drive down with them the entire workforce, as much as employers that implement stricter policies "just in case". We're all in this delusional psychosis together. I have a feeling that it's going to backfire.
