Senator Wiener wants the whole coast opened up for housing density. His SB 951, sponsored by Mayor Breed, was originally written to streamline housing development near Ocean Beach by slicing off a piece of San Francisco from California Coastal Commission (CCC) jurisdiction.
As of last week, that language has been struck and the legislation would now apply to the entire coast.
WRITE TO THE NATURAL RESOURCES COMMITTEE BY NOON THURSDAY
Hearing Date: Natural Resources and Water Committee: April 9, 2024**** Letters Due: Noon, March 28, 2024
Portal Submission Instructions: https://calegislation.lc.ca.gov/Advocates/
Please let the Committee know you OPPOSE this legislation.
WHY?
The cities of California are already being forced into allowing imprudent and unnecessary housing density, but this is truly a step too far. Our state has intentionally guarded the coast against this type of development for over 50 years.
Voters passed the California Coastal Zone Conservation Act of 1972 as a ballot initiative. It was enshrined into law in 1976 to permanently enhance access to our public shoreline, protect our shared natural resources, and balance coastal development in the public interest.
This is another broad brush measure that benefits developers to the detriment of our state’s future.
Here is the original text with the new strikeout:
legislative counsel’s digest SB 951, as amended, Wiener. California Coastal Act of 1976: coastal
zone: City and County of San Francisco.zone: coastal development.(1) Existing law requires a city or county to prepare and adopt a general plan for its jurisdiction that contains certain mandatory elements, including a housing element. Existing law requires the housing element to identify adequate sites for housing, including rental housing, factory-built housing, mobilehomes, and emergency shelters, among other things. Existing law requires the housing element to contain an assessment of housing needs and an inventory of resources and constraints relevant to the meeting of these needs. Existing law requires rezoning, including adoption of minimum density and development standards, as specified, when an inventory of sites does not identify adequate sites to accommodate the need for groups of specified household income levels.
This bill would additionally apply specified rezoning standards for any necessary local coastal program updates for jurisdictions located within the coastal zone. By imposing new duties on local governments with regard to the administration of housing elements, the bill would impose a state-mandated local program.
Thinking I should just write up a standard form letter like:
RE bill xyz Introduced by Senator Weiner on x/xx/2024
I am writing about this bill introd by Senator Weiner. As usual, this bill (SB XXX) he proposes is extremely fkd up bc his bills always seem to be fkd up in some way.
This one attacks (our beloved Calif Coast.) (parental rights) (children's health)
It is completely despicable bc.... and therefore it should not be passed.
I look forward to the day when Senator Weiner is no longer "representing" California's citizens.
Berkeley Citizen, NAG
What do you think? Too harsh?
